Level 2: Developing (Emerging but Inconsistent)
Organizations at Level 2 recognize the need for AI governance and have started implementing basic practices. However, these practices aren’t yet standardized or consistently applied across all projects.

- Some projects have basic AI governance; others don’t
- Informal documentation of AI tool usage exists but isn’t comprehensive
- Roles and responsibilities for AI governance are assigned but not clearly defined
- Risk identification is attempted but not systematic
- Learning from AI-related issues happens locally, not enterprise-wide
Risk Profile: Moderate to High. Better than Level 1, but significant gaps remain. Governance quality depends heavily on which project manager you have.
Reality Check: If some of your projects have AI Assistance Plans and others don’t, you’re operating at Level 2.
Level 3: Defined (Documented and Standardized)
This is where AI governance becomes reliable. Organizations at Level 3 have documented processes, standardized templates, and consistent application of governance practices across projects.
Characteristics:
- Formal AI governance framework adopted across the organization
- Standardized templates for AI Assistance Plans, Risk Registers, and Usage Reports
- Clear roles and responsibilities documented and understood
- Training provided to project teams on AI governance expectations
- Enterprise-wide repository for AI governance documentation
- Lessons learnt captured and shared across projects
Risk Profile: Low to Moderate. Most AI-related risks are identified and managed proactively. Governance failures are rare and quickly addressed.
Reality Check: If you have standardized AI governance processes that are followed on every project, you’ve reached Level 3—where many organizations should aspire to operate.
Level 4: Managed (Actively Monitored and Measured)
Organizations at Level 4 don’t just have AI governance—they actively manage it through measurement and continuous monitoring. Quantitative analysis drives decision-making.
Characteristics:
- AI governance performance metrics tracked and analyzed
- Regular audits of AI governance compliance across projects
- Data-driven insights inform governance improvements
- Benchmarking against industry standards and best practices
- Proactive identification of governance gaps before they cause issues
- Executive dashboards providing visibility into AI governance status
Risk Profile: Low. AI governance is a managed capability with predictable outcomes. Risks are anticipated and mitigated systematically.
Reality Check: If you can produce quarterly reports showing AI governance metrics and trends, you’re operating at Level 4.
Level 5: Optimising (Continuous Innovation and Improvement)
The highest maturity level represents governance excellence. Organizations at Level 5 not only manage AI governance effectively—they continuously innovate to stay ahead of emerging AI capabilities and risks.
Characteristics:
- Continuous improvement culture embedded in AI governance
- Experimentation with new governance approaches
- Contribution to industry best practices and standards
- AI governance integrated into organizational DNA
- Predictive analytics used to anticipate future governance needs
- AI governance becomes a competitive differentiator
Risk Profile: Minimal. These organizations often avoid risks that others don’t even see coming yet.
Reality Check: If external organizations look to you for AI governance best practices, you might be at Level 5.
